Budget welcomed as genuine boost to philanthropy but with calls for government to do more

A ‘radical’ philanthropy-boosting Budget has been warmly welcomed across the sector for its measures to encourage more giving, including reforms to Gift Aid, the retention and promotion of the Community Interest Tax Relief (CITR) scheme designed to encourage investment in disadvantaged areas, greater tax breaks for legacy givers, an increase in the amounts that can be spent on thanking donors and encouraging the gifts of works of art.

Culture sector leaders hold constructive discussions on £80m scheme to boost arts giving

Plans to introduce an £80m match funding scheme to boost philanthropy to the arts and build fundraising potential have moved a step closer following a series of round table discussions between arts leaders, secretary of state for culture Jeremy Hunt and Arts Council England chief executive Alan Davey.

Research identifies ‘culture shift’ towards university philanthropy

UK universities are proving a big draw for philanthropists with latest figures showing a 25% increase in the number of donations to them since 2007-2008, according to the annual Ross-CASE survey, which maps higher education philanthropic income in the UK. UK universities received £506m in philanthropic cash income in 2009-10, down from £526m in 2008-9 (£57m), with 11% received from legacies.

Giving Green Paper welcome but lack of tax incentives disappoints sector

Consultation on the government’s Green Giving Paper closed on 9th March, with over 450 responses received. These will now be considered and feed in to the Giving White Paper, expected in May. The Paper itself has been welcomed by respondees as a recognition of the importance of giving and philanthropy, and some of its recommendations have been applauded. However, there is strong criticism that it does not address the call for more tax incentives or the need to provide means to measure impact.

Lloyds TSB Foundation for England and Wales announces annual income of £25.2m over next three years

Lloyds TSB Foundation for England and Wales has announced its income for the next three years will be £25.2m per annum. The Foundation was created 25 years ago, and since then has invested £297m in 42,000 charities.

OCS announces strategic partners

Nine organisations have been selected as Strategic Partners of the Office for Civil Society (OCS), Nick Hurd, minister for Civil Society announced this week. Strategic Partners will receive a total of £8.2m over the next three years. The OCS Strategic Partners are: • ACEVO in partnership with Euclid Network and New Philanthropy Capital • Community Foundation Network in partnership with Association of Charitable Foundations •Institute of Fundraising • Locality (new name from April 2011 resulting from DTA and Bassac merger)

The Directory of Social Change (DSC) is the latest body to criticise the proposed requirement that charitable trusts should pay out a minimum of 5% of the value of their assets each year, as put forward in the Government’s Giving Green Paper. DSC calls the proposal “unworkable and undesirable”.
